It shall be unlawful to park any motor vehicle which is not bearing registration plates, cards or decals issued to a person with a disability, as defined by § 1-159.1 of the Illinois Vehicle Code, being 625 ILCS 5/1-159.1, pursuant to §§ 3-616 or 11-1301.2 of the Illinois Vehicle Code, or to a veteran with a disability pursuant to Section 3-609 of the Illinois Vehicle Code, being 625 ILCS 5/3-616, 625 ILCS 5/11-1301.2 and 625 ILCS 5/3-609, respectively, as evidence that the vehicle is operated by or for a person with a disability or a veteran with a disability in any parking place, including any private or public off-street parking facility specifically reserved for motor vehicles bearing such registration plates or decals.
(A) The parking privileges for motor vehicles bearing registration plates or decals issued to a person with a disability or a veteran with a disability shall also include motor vehicles registered in another jurisdiction upon which is displayed a registration plate, special decal or device issued by the other jurisdiction designating the vehicle as operated by or for a person with a disability.
(B) Persons with a disability or veteran persons with a disability bearing the required registration plates or decals shall be exempt from the payment of parking meter fees and exempt from any regulation imposing time limitations on parking except limitations of 30 minutes or less on any street or highway zone or any parking lot or parking place which is owned or leased or owned and leased by the city or a city parking utility; but such vehicles shall be subject to the laws prohibiting parking in a no stopping and no standing zone in front of or near fire hydrants, driveways, public building entrances and exits, bus stops and loading areas, and where the motor vehicle constitutes a traffic hazard; whereby such vehicle shall be moved at the instruction and request of a law enforcement officer to a location designated by the officer.
(C) Any person owning or operating any public or private off-street facility may, after notifying the Police Department, remove or cause to be removed to the nearest garage or other place of safety, any vehicle parked within a stall or space reserved for use by the person with a disability or a veteran with a disability which does not display registration plates or a special card or device as required under this section.
(D) Any person found guilty of wrongfully parking in a parking space designated under this section shall be fined in accordance with § 70.999(D), in addition to any costs connected with the removal or storage of the motor vehicle.
(E) The height and markings on the parking signs designating the parking space designated under this section will be in accordance with the Illinois Vehicle Code.
(F) Upon those streets which have been designated by posting of signs and marked “Loading and Unloading Zone for Persons with a Disability Only”, no person shall stand or park a vehicle for any purpose other than to load and unload individuals with a disability.
