§ 71.99 PENALTY.
   (A)   Generally. Unless otherwise expressly provided by law, every person convicted of a violation of any parking provision of this Traffic Code shall be punished by a fine of not less than $10 and not more than $500.
   (B)   Exceptions; payments in settlement for parking violations.
      (1)   Notwithstanding division (A) above, any person accused of a parking violation may settle and compromise the claim against them for such illegal parking by paying to the city the sum specified below for the alleged offense:
 
Parking violation, if paid within 48 hours
$10
Parking violation, if paid within seven days
$20
Parking violation, if paid within 30 days
$35
 
      (2)   Such payments may be made at the city’s Police Department and such money shall be deposited with the City Treasurer to be used in the manner provided for the disposition of fines for traffic violations.
   (C)   Parking violation notice. Whenever any vehicle is found parked or stopped in violation of any of the restrictions imposed by ordinance or by state law, the officer finding such vehicle shall take its registration number, and may take any other information displayed on the vehicle which may identify its user, and shall conspicuously affix to such vehicle a parking violation notice on a form provided by the city.
   (D)   Registration considered prima facie evidence of control. The fact that a motor vehicle which is illegally standing or parked is registered in the name of a person shall be considered prima facie evidence that such person was in control of the motor vehicle at the time of such violation.
   (E)   Notice of failure to appear required. If the violator of a parking regulation does not appear and settle in response to a parking violation notice within seven days, the Chief of Police or his or her designee shall send to the owner of the motor vehicle a notice informing him or her of the violation and warning him or her that in the event such notice is disregarded for a period of 30 days a summons or warrant of arrest will be issued.
