(a) Council shall provide for all employees of the Village. Council shall determine the wage and salary ranges for current employment positions. The Mayor may recommend the appointment of persons for both full-time and part-time job openings; however, no person shall be employed in a part-time or full-time capacity without the confirmation of Council. All employees, both full-time and part-time, are subject to a twelve (12) month probationary period. The daily supervision and management of all employees shall be under the direction of the Mayor. The Mayor and the department heads shall determine the job descriptions of Village employees.
(b) Council may also employ persons not recommended by the Mayor.
(c) (1) Probationary employees may be dismissed at any time during the twelve (12) month probationary period. Upon completion of the probationary period, the department head shall prepare a performance evaluation and letter of recommendation to the Mayor and President of Council requesting Council confirmation to regular status of the probationary employee.
(2) Members of the Fire Department are subject to a twelve (12) month probationary period with the additional requirement of completion of two hundred (200) hours of station duty. The Fire Chief shall submit notification to the Treasurer for compensation purposes if necessary and submit a performance evaluation and letter of recommendation to the Mayor and Council President requesting Council confirmation to regular status.
(3) Should an employee fail to be confirmed by Council to regular status, such person shall not be employed again by the Village.
(4) Section 157.07
(a) through (c)(3) shall take precedence over provisions included in any Personnel, Policies, and Procedure manuals or any Standard Operating Procedures Manual disseminated by any Village department.
(d) Any regular employee of the Village may be removed at any regular Council meeting by a majority vote of Council members elected. No dismissal of a regular employee shall be considered final until such employee has had a hearing by Council, if such hearing is requested in accordance with the Charter provisions as set forth in Article IV
. This excludes police officers and/or other employees that may be represented by a collective bargaining unit.
