The purposes of this chapter are to establish that cultivation and processing of marijuana shall not be a permitted use in the Village and that the retail dispensing of medical marijuana shall be a permitted use within the Village subject to reasonable and uniform regulations to minimize and control any negative secondary effects of retail dispensing of medical marijuana within the Village, all in order to promote the health, safety, and welfare of the citizens of the Village.
