1329.07 CONSTRUCTION PERMITS REQUIRED.
   (a)   In all cases of construction or repair pursuant to the order of the Building Inspector, permits covering the work shall be obtained as required by authority of Council.
   (b)   Procedures see Planning and Zoning Code, Section 1105.01.
   (c)   The Building Inspector shall not issue any permit for construction, alteration or demolition of any commercial or residential dwelling or other major structure valued in excess of five thousand dollars ($5,000.00) until there has been deposited with him a cash bond equal to one percent (1%) of the estimated cost of construction of the structure but no less than five hundred dollars ($500.00) cash.
   (d)   In addition to the one percent (1%) cash performance bond required above, before proceeding with the construction, enlargement, alteration, repair or removal of any building or other structure, and at the time of securing a permit for the operation, the owner or his agent shall deposit with the Building Inspector a sum in cash equal to one half of one percent (.5%) of the construction cost, but in any event not less than three hundred dollars ($300.00) cash, to guarantee that any damage to roads, drainage ditches, power lines, any utility or right-of-way or Village trees will be paid for by the permit holder, and that any debris, dirt or nuisance deposited upon Village streets or property as a result of such operation will be cleaned up at the expense of the permit holder.
      (1)   On all projects under one hundred fifty thousand dollars ($150,000.00) of project costs the owner or his agent shall deposit with the Building Inspector a three hundred dollar ($300.00) road bond and a seven hundred dollar ($700.00) building bond;
      (2)   On all projects over one hundred fifty thousand dollars ($150,000.00) of project costs the owner or his agent shall deposit with the Building Inspector a sum in cash equal to one and one-half percent (1.5%) of the project costs.
