No owner or occupant of any property shall plant, cause to be planted, permit to grow, or maintain any hedges or shrubbery contrary to the provisions of Section 913.15 or 913.16. Any hedges or shrubbery so planted, caused to be planted, permitted to grow or maintained contrary to and in violation of the provisions of such sections are deemed to be dangerous to the public peace and safety and are hereby declared to be nuisances.
