(a) The requirement of a permit may be avoided by the contractor if he shall secure the signature of the purchaser of such property upon a waiver form to be supplied by the Building Inspector. However, if the purchaser of the property executes such a waiver, he thereupon shall become subject to the provisions and requirements of this section as set forth in this chapter, and before occupying, permitting to occupy or reselling the house or structure, must secure the certificate of occupancy.
(b) If the owner has executed a waiver, he may secure a conditional occupancy permit by agreeing that the work necessary to complete the requirements of Section 1309.01 will be completed by a date set forth in both the agreement and in the conditional occupancy permit. The conditional occupancy permit shall be issued by the Building Inspector only after the findings required for the issuance of the permit in Section 1309.02 have been made. If the owner shall fail to complete the work necessary by the date set forth, the conditional occupancy permit shall be considered revoked as of the date of its issuance, and each day of occupancy shall be considered to be a separate violation of this section.
