(a) Any house or other commercial or residential structure now being or hereafter constructed within the limits of the Municipality shall not be occupied or used until a Certificate of Occupancy is obtained from the Building Inspector.
(b) The Building Inspector shall not issue a Certificate of Occupancy to the owner of any house, or commercial or residential structure, until the following requirements have been met:
(1) A continuous means of egress has been provided, paved with concrete, asphalt, gravel or other similar substance, from the house or structure to the public street or sidewalk in front of the sub-lot;
(2) Proper provision has been made for the drainage and disposal of sanitary and storm sewage and other liquid wastes in accordance with the regulations of the Municipality and the statutes of the State;
(3) All of the requirements of the Building Code and Zoning Ordinance have been met;
(4) A heating unit to be used in heating the entire house and a unit for heating hot water have been installed and are in operable condition;
(5) If natural gas is to be used to meet any of the requirements of this section, then such gas must be available inside the structure;
(6) If electricity is to be used to meet any of the requirements of this section, then such electricity must be available inside the structure;
(7) A device in accordance with the requirements of the Municipality, as such requirements now exist or are hereafter enacted, must be installed to dispose of garbage or other burnable trash;
(8) All excess building materials, soil, or other debris must be removed from the property surrounding the structure, and all trenches or excavations filled.
