(a) No person shall commence construction or reconstruction of a paved or improved driveway which connects any private property to any public roadway, or repair or construct any driveway or sidewalk located within a right-of-way, without first obtaining a permit therefor from the Building Commissioner/Inspector.
(b) No person shall alter, repair, replace, cut or cross over a curb without first obtaining a permit therefor from the Building Commissioner/Inspector.
