(a) The Recreation Commission may adopt rules and regulations for the conduct of all business within its jurisdiction that is not in direct conflict with by- laws, job descriptions, rules and procedures set by Council.
(b) Expenses incurred in the operation of activities necessary to meet the recreation needs of the residents of the Village shall be payable from the Treasury of the Village or any other designated recreation levy that is restricted to recreation purposes only.
(c) Council may annually appropriate and cause to be raised by taxation an amount for the purpose of equipping, operating, supervising and maintaining all existing public playgrounds, athletic fields, swimming pools, tennis courts, baseball diamonds, indoor recreation centers and other recreation facilities on or in any public grounds or building owned by the Village or on any public grounds hereafter acquired which Council may from this time authorize, designate, restrict or set apart for such use.
