When the Mayor has refused, suspended or revoked a license provided for in this chapter, the applicant or licensee may appeal within ten days after such refusal, suspension or revocation, by filing with the Mayor a written notice of appeal and filing with Council a written appeal. Council, upon hearing such appeal, may either affirm, modify or set aside the findings of the Mayor. The decision of Council is final.
