§ 854.03 REGISTRATION REQUIRED.
   (a)   The practice of going in and upon private residences in the Village by solicitors, peddlers or hawkers, not having been first invited or requested to do so by the owners or occupants of such private residences, for the purpose of soliciting orders for the sale of goods, wares and merchandise, or for the purpose of disposing of or peddling the same, is hereby prohibited, unless such person desiring to hawk, peddle or solicit first registers with the Police Department of the Village on a form furnished by the Department. Such person shall set forth his or her name and address, the name and address of the person whom he or she represents, the name and address of at least two references as to his or her moral character, honesty and integrity, a brief description of the nature of the business in which he or she is engaged and the kinds of goods, property or services to be hawked, peddled or solicited.
   (b)   Such registration shall be accepted by the Department after a waiting period of 24 hours, and such person shall then be permitted to hawk, peddle and solicit in the Village, unless the Department has information which constitutes just cause, as defined in § 650.04(b), for refusing to accept such registration or to grant such permission. If the Department refuses to grant such permission to such person, such person shall be entitled to a hearing before the Mayor, who may, if he or she believes the facts justify it, reverse the finding of the Department.

   (c)   A registration fee of five dollars ($5.00) shall be charged by the Department to all registrants except nonprofit organizations.

   (d)   Any permit issued pursuant to this section must be exhibited by its holder upon the request of a police officer or the person solicited.
