(a) No parent of any child or guardian of any ward shall authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.

(b) The parent, legal guardian or any other person permitting a violation of or noncompliance with any of the provisions of this chapter by a juvenile shall be guilty of a minor misdemeanor as an aider and abettor of such violation or noncompliance and shall be charged as a principal offender. Notice of this section shall be prima-facie knowledge.
