The approval of a final record plat by the Planning Commission shall not be deemed to be an acceptance of the dedication of any public street or any other proposed public way or open space shown on such plat. Such streets and improvements included therein shall be accepted as public streets and ways under Ohio R.C. 711.091. Such acceptance shall be endorsed on the plat at the time such approval is given by the Clerk of Council.
