(a) All activities in parks and recreation facilities shall be scheduled and approved by the Recreation Director and a permit therefor shall be required.
(b) All spectators of activities in the park areas shall keep out of playing areas during scheduled games or other activities. No spectator shall stand behind a backstop while a baseball game is in progress.
