As used in this chapter,
PARK AND RECREATION AREAS means any tract of land or community center, ball fields, shelters, pool complex, or any other such facility that may be constructed by, owned, operated or used by Woodlawn primarily for recreational purposes for the benefit of the residents of Woodlawn, together with any adjacent land owned, operated or controlled by the Village, whether or not such land is developed or undeveloped.
