As used in this chapter, “waste” means trash, rubbish, garbage, wastepaper, fruit parings, ashes, any other refuse or discarded matter or anything else of an unsightly or unsanitary nature. However, “waste” does not include discarded furniture, rugs, appliances, vehicles, bicycles, yard waste (such as grass clippings or leaves), nor does waste include recognized by-products of any business or industry having commercial value and regularly handled in the ordinary course of business, unless such by- products are a nuisance or menace to public health.
