§ 1024.08 GUTTER COVERS AND BRIDGES; OBSTRUCTIONS.
   (a)   No owner of any premises abutting on any improved street in the Village, in front of which are located gutters for drainage, shall install pipes or other methods of relieving water under his or her driveway without complying with the requirements of this section.
   (b)   No person shall fail to remove existing gutter covers or bridges in front of premises owned or controlled by such person, which gutter covers or bridges are broken or stopped up with refuse, or construct or cause to be constructed a gutter cover or bridge across the gutter of any improved street in the Village unless the same is approved by the Service Director.
   (c)   No person shall obstruct any gutter so as to impede the passage of water flowing in such gutter in any alley, street or other thoroughfare in the Village.
   (d)   Pipes or bridges made over gutters shall have openings of at least 12 inches in diameter.
