(A) Any violator of a “No Parking” or other restricted parking sign notice shall, unless another penalty is provided by law, be subject to the provisions of § 71.99(B).
(B) If any motor vehicle, as defined by Kentucky Revised Statutes, is witnessed to be in violation of division (A) of this section and the identity of the owner is not otherwise apparent, it shall be a rebuttable presumption that the person in whose name the vehicle is registered or leased was the operator of the vehicle at the time of the alleged violation and is subject to the fines set forth in § 71.99(B) below.
