The removal of any litter or garbage from the collection boxes and thereby causing the same to be placed on the ground around the collection boxes, or otherwise depositing litter or garbage on the ground around the collection boxes, shall constitute knowingly placing or throwing litter on public or private property and thereby subject the offender to the penalties of § 50.999.
