§ 36.017 COMPENSATION PLAN.
   (A)   General.  
      (1)   The Judge/Executive or his or her designee may once each year or more:
         (a)   Compare the county’s salary rates, compensation policies and personnel developments of the county with those of other employers, public and private, in the area;
         (b)   Analyze fluctuations in the cost of living; and
         (c)   Make recommendations for amendment of the pay plan based upon comparison, analysis and examination.
      (2)   The salary schedule will be reviewed and changes made annually, effective July 1 of each year.
   (B)   Hours of work.
      (1)   Each employee shall work according to a schedule of hours determined by his or her supervisor. Nonsupervisory, regular, full-time employees shall work a minimum of 40 hours per week.
      (2)   Flexible work schedules may be utilized as agreed to in writing between each employee and his or her Department Head with the County Judge/Executive’s approval.
   (C)   Overtime.
      (1)   In order to determine whether an employee will receive overtime pay for hours worked in excess of 40 hours per week, each class shall be declared “exempt” or “nonexempt” in accordance with provisions of existing labor laws.
      (2)   Exempt employees shall not be compensated in cash for overtime worked. Nonexempt employees shall receive overtime pay at the rate of 1.5 times the hourly wage for hours in excess of 40 hours in any workweek. Nonexempt employees who are required to work all 7 days in a workweek shall receive overtime pay at the rate of 1.5 times the hourly wage for all hours worked on the seventh day of the workweek if the cumulative weekly total exceeds 40 hours.
         (a)   Road Department employees. All hours worked over a regular 8-hour day shall be considered as overtime per ORDER BOOK #12, page 152, June 24, 1986. Road Department employees are required to report to work in inclement or adverse weather conditions, which might otherwise excuse other county employees from working.
         (b)   Ambulance paramedics and EMTs. A minimum of 1 hour shall be paid for third-call, then 15-minute increments. All third-call time shall be paid at overtime rate.
      (3)   Overtime work shall be approved in advance by the employee’s immediate supervisor whenever possible, and shall be kept at the minimum consistent with maintenance of essential services and the county’s financial resources.
   (D)   Workweek.
      (1)   The official workweek begins on Monday at 12:01 a.m. and ends on Sunday at 12:00 a.m. midnight.
      (2)   The county may change the official workweek at any time, but not to avoid overtime provisions.
