All properties subject to the regulations set forth in §§ 95.10 through 95.16 shall be required to have opaque screening six feet in height, completely surrounding the garbage containers, dumpsters, grease bins or other outdoor waste containers, which screening shall be made of wood, cement block or brick and include a latching gate with a self-closing device such as spring hinges. The gate may be constructed of wood or chain-link fencing material equipped with privacy slats. A wooden privacy fence of the appropriate height shall be considered to be a sufficient screen. Upon a petition duly presented by the property owner or business owner, the Village Board shall have the express ability to grant a variance upon such terms and conditions as may be just and equitable in the premises.
