933.10 CONSTRUCTION WATER.
   (a)   Any person, corporation, developer, property owner or any other entity who desires to use water during the construction of any home, building or other structure for which water may be needed shall install a water meter and pay to the Municipality a charge of seventy-five dollars ($75.00) for the installation of each water meter so required.
 
   (b)   It shall be the responsibility of the person, corporation, developer, property owner or any other entity to protect any and all water meters used for construction from theft, damage, weather and any other calamity.
 
   (c)   All bills, including any bill for a lost, stolen, or damaged water meter, shall be the responsibility of the property where the service was provided and any such charges relating theteto may, in the discretion of the Village Administrator, be assessed against the property as a lien.
 
   (d)   The rate for construction water shall be the effective rate for three-fourths inch overage as set forth in Section 933.02(a).
