Owners of lots and lands within the corporation limits of the Municipality shall enter into an exclusive contract with the Municipality for water service and the payment of tap in fees on the following schedule of rates:
(a) For contracts executed and paid in full on or before May 31, 1956 - one hundred dollars ($100.00). After May 31, 1956 a penalty in the amount of one hundred percent (100%) of the balance due on such debt shall be imposed on such contracts and collected prior to the installation of water service.

(b) For contracts executed after July 1, 1956 the tap-in fee shall be as follows:

Municipality will provide bid estimate if the cost will exceed $2,000.00.

(c) Owners of lots and lands utilizing a pre-existing private well or cistern as the source of a potable water supply as of the effective date of this section shall be exempted from the provisions of Section 933.01 until such time that the use of such pre-existing private well or cistern is discontinued for whatever reason and a public water supply is required or desired for the potable water supply.
