There is created by the town council a planning and zoning commission composed of seven (7) members who shall act in an advisory capacity to the town council on matters set forth in this chapter, and shall be appointed and serve as provided in section 8.3 of the home rule charter. Each appointed planning and zoning commission member shall receive for each regular or special meeting for which a quorum is present and pursuant to the attendance policy adopted by the commission compensation in the amount of one hundred fifty dollars ($150.00).

The commission shall elect its chairman from among its members and create and fill such other of its offices as it may determine. The term of the chairman shall be one year with eligibility for reelection. The commission shall hold at least one regular meeting each month. It shall adopt rules for transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which record shall be a public record kept in the office of the town clerk. All expenditures of the commission shall be determined and appropriated by the town council. The council shall provide the funds, equipment and accommodations necessary for the commission's work. The expenditures of the commission shall not exceed that amount determined and appropriated for its use by the town council. After obtaining the approval of a majority of the town council, the commission may appoint such employees as it may deem necessary for its work, whose appointment, promotion, demotion and removal shall be subject to the same provisions of law as govern other corresponding civil employees of the town.
