All expenditures of the commission shall be determined and appropriated by the town council. The council shall provide the funds, equipment and accommodations necessary for the commission's work. The expenditures of the commission shall not exceed that amount determined and appropriated for its use by the town council. After obtaining the approval of a majority of the town council, the commission may appoint such employees as it may deem necessary for its work, whose appointment, promotion, demotion and removal shall be subject to the same provisions of law as govern other corresponding civil employees of the town.
