Any person who engages in any grading operation subject to the provisions of this Act without first obtaining a permit as required by § 152.20 or who willfully violates the provisions of a grading plan submitted to obtain a grading permit shall be deemed guilty of a misdemeanor and upon conviction shall be subject to the provisions of § 152.99.
