No person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface or tamper with any equipment or materials belonging to the town. This protection shall also apply to any part of the system, whether town-owned or not, if it is such as to adversely affect the proper operation and maintenance of the town system. Any person violating this provision shall be subject to penalties outlined in § 54.99(B) as well as prosecution if deemed appropriate.
