A. Tree Enhancement, Preservation and Protection. The Director shall have full authority and discretion to make all decisions pertaining to tree enhancement, preservation and protection, as provided in this chapter, which shall include but not be limited to the following powers and authority:
1. to review and approve all tree protection plans for conformity with this chapter; and
2. to permit modifications to the tree protection plan, as necessary to adjust to field conditions at the construction site and to the nature and status of the construction as it progresses.
B. Tree Removal. The Director shall have full authority and discretion to make all decisions pertaining to the removal of trees, as provided in this chapter. Notwithstanding the foregoing, the Director shall also have the authority, in the exercise of his discretion, to request that the Environmental and Forestry Commission review any application for removal of a protected tree under Section 15.28.040 (B)(6) of this chapter.
C. Additional Enforcement Authority. In addition to the powers and authority granted to the Director in this chapter, the Director shall have the power to enforce the provisions of this chapter using the same enforcement procedures authorized by this title for enforcing the Village's building and construction regulations, including without limitation the issuance of citations and stop work orders for violating the provisions of this chapter.
