Water used in connection with building construction, before the water service connection is established and metered, may be furnished without metering, subject to the approval of the Water and Electric Director. The quantity of unmetered water supplied shall be estimated in accordance with the rules and regulations of the Water and Electric Department. The Water and Electric Director may authorize the use of a direct connection to a fire hydrant as a source of water during building construction before the water service connection is established and metered. The quantity of water supplied from any fire hydrant shall be determined by use of a meter provided and installed by the Water and Electric Department. Temporary water service shall be billed at the rate applicable to the use specified in the building permit.
