Section 13.04.020   Rules and regulations.
   The Village Manager shall adopt such rules and regulations as may be necessary to give effect to and explain the provisions of this chapter. The Water and Electric Director shall make recommendations to the Village Manager regarding the content of the rules and regulations and shall enforce the rules and regulations once they are adopted.
