A. The following private roads, drives or ways are declared to be de facto public streets requiring maximum speed regulations to protect the public health and safety:

B. From and after the time of erection of signs by the proper authorities of the Village giving notice of the maximum speed established in this section, it is unlawful for any person to drive any vehicle upon any private road, drive or way designated in subsection A of this section at a speed which is greater than twenty (20) miles per hour.
C. Nothing contained in this section shall affect the status of any private road, drive or way in any manner except as expressly provided in this section, and nothing contained in this section shall affect any right the owner or owners of such private road, drive or way may have to restrict, regulate or prohibit vehicular traffic.
