Section 10.12.040   Issuance--Affixing and display of sticker or plate--Penalties.
   A.   After payment of the fees provided in Section 10.12.030, the Village Manager shall issue the license required and shall deliver to the licensee a sticker or metal plate which shall bear a designation of the class to which the vehicle belongs, a number and the year for which such license is issued. It shall be the duty of the licensee to attach such sticker or plate in a conspicuous place on such vehicle. In the case of any vehicle having a windshield the licensee shall attach the sticker to the lower right-hand corner of the windshield in such a manner as to be easily read from the outside. In the case of a motorcycle the plate shall be attached at the rear of the motorcycle. Any person carrying a sticker or plate on his or her vehicle shall keep the same clear of dust, mud or other material so that it can be seen plainly at all times.
   B.   Any person who fails to display a license for a motor vehicle required to be licensed under this chapter shall be subject to a fine of fifty dollars ($50.00) if paid within ten (10) days or less after the date of the Police Department citation alleging such violation, and a fine of seventy dollars ($70.00) if paid more than ten (10) days from such date.
