Section 5.09.050   Liquor Advisory Board.
   There is established a Liquor Advisory Board which shall consist of the six Village Trustees. The President Pro Tempore as provided in Section 2.08.010(B) of this Village code shall be the presiding officer of the Liquor Advisory Board. The Liquor Advisory Board shall have the following powers, duties and functions:
   A.   To recommend to the Local Liquor Control Commissioner rules and regulations, not inconsistent with the law, for the distribution and sale of alcoholic liquor at retail in the Village;
   B.   To recommend the policy and criteria for the licensing and operation of retail liquor establishments;
   C.   To make any other recommendations to the Local Liquor Control Commissioner to the end that the health, safety and welfare of the people of the Village be protected and that temperance in the consumption of alcoholic liquor be promoted;
   D.   To conduct hearings upon complaints and upon charges for suspension, revocation or nonrenewal of a local license, when such complaint or charge is referred to it by the Local Liquor Control Commissioner; and
   E.   To participate in hearings and/or post-hearing proceedings on the renewal, suspension and revocation of local licenses, as provided in Section 5.09.280 of this chapter.
