No licenses for carrying on any business or occupation shall be issued when it appears that the premises or building on or in which the business or occupation licensed is to be conducted does not comply with the provisions of Title 15 of this code. If the premises or business on or in which a licensed business or occupation is conducted is determined to be in violation of the provisions of Title 15 of this code, the Village Manager may suspend such license pending the making of repairs necessary to bring the building or premises into compliance with Title 15. The Village Manager may revoke such license in case of failure on the part of the owner or licensee to bring the building or premises into full compliance with Title 15.
