A. Creation. There is created the Water and Electric Department, an administrative department of the Village. The Water and Electric Department shall consist of a Water and Electric Director and such other officers and employees as may be provided for from time to time by the Council.
B. Water and Electric Director. There is created the office of Water and Electric Director, an administrative office of the Village. The Water and Electric Director shall be appointed by the Village Manager.
C. Compensation. The compensation of the Water and Electric Director shall be fixed by the Village Manager with approval of the Council.
D. Power and Duties. The Water and Electric Director shall be subject to the control and direction of the Village Manager and shall be head of the Water and Electric Department. Subject to the approval of the Village Manager, the Water and Electric Director shall have both control over the property and employees of the Water and Electric Department and the power to appoint and remove employees as required for the efficient operation of the Department. In addition, the Water and Electric Director shall have the following duties, functions and responsibilities:
1. To be responsible for the management, operation and efficiency of the municipal water and electric utilities;
2. To enforce all ordinances, rules and regulations relating to the operation and use of the municipal water and electric utilities, and to the service supplied from those utilities, including ordinances, rules and regulations pertaining to the payment of bills for water and electric service; and
3. To perform such other duties pertaining to water and electric service as may be assigned by the Village Manager.
