11-2-2: RULES:

A. Words in the present tense shall include the future, and words in the singular include the plural, and the plural the singular.

B. The word "shall" is mandatory, not discretionary.

C. The word "may" is permissive.

D. The masculine gender includes the feminine and neuter. (Ord. 2015-02-05, 2-5-2015)
