Any owner or occupant of any building now situated or hereafter erected in the Village who shall number said building without having first obtained from the Village Clerk a certificate designating the proper number or who shall change or alter any such number or place any other number thereon except that contained in the certificate of the Village Clerk, or who shall violate any of the provisions of this chapter for which violation no fine has been above provided, shall be subject to a fine as provided in section 13-1-3 of this Code.
