9-1-2-5: INTERNATIONAL RESIDENTIAL CODE FOR ONE- AND TWO- FAMILY DWELLINGS:
   A.    The following sections are amended as indicated:
Section R101.1: Insert the name Winfield as the name of the jurisdiction.
Section R103: Department of building safety is repealed in its entirety and the following provided in its place:
Section R103 - Building Code Enforcement Function
R103.1 - Building Code Enforcement Function Established: The function of the administration of building code is established under the office of the village manager. Whenever this code refers to code official it is referring to the village manager or designee.
R103.2 - Appointment: The village manager, subject to the approval of the president and village board may appoint a chief building official, or enter into a contract with a professional services firm capable of building code enforcement.
R103.3 - Deputies: The village manager may designate other qualified employees, agents or contractors to assist in the enforcement of the building code, in accordance with hiring or procurement practices of the village.
Section R105.2: Work Exempt From Permit.
Building:
Delete 2. - Fences not over 6 feet (1829 mm) high.
Amend 5. to delete "and driveways".
   Section R105.5 Expiration is repealed in its entirety and replaced with a new Section R105.5 Expiration which reads as follows:
      Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 180 days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 180 days after the time the work is commenced. Building permits shall expire if permitted work is not completed within eighteen (18) months after date of permit issuance, except when an extension as provided in this section is granted.
      The Village Manager or their designee is authorized to grant, an extension upon written request from the permit holder. The written request shall demonstrate the justifiable cause for the requested extension. Justifiable causes may include delays due to weather, labor strikes, supply shortages, or similar reasons. Such extension may be granted for a period not to exceed 180 days. Request for each extension may require a fee to cover the costs of administration and additional inspections but shall not be greater than 25 percent of the original building permit fee. Not more than two extensions may be granted by the Village Manager or their designee.

Section R313.2: One- And Two-Family Dwellings Automatic Fire Systems, add at the end of the first sentence:
Optional Plan: Contractors building new one- and two-family dwellings under a contract with the expected future occupant owner shall provide to the same a plan and cost estimate for the supply and installation of an automatic fire sprinkler system that meets the design standards of NFPA 13D, edition 2002, for their consideration. The village shall be provided evidence of the development of the plans and either acceptance or rejection at the time of submittal of drawings for a building permit.
Section R2603.6.1: Delete.
