9-1-2-4: INTERNATIONAL PROPERTY MAINTENANCE CODE:
   A.    The following sections are amended as indicated:
Section 101.1 - Title: Insert the name village of Winfield as the name of the jurisdiction.
Section 103.5 - Fees: Insert "See appendix 1" for fee schedule.
Section 104.1 - General: The code official shall enforce the provisions of this code. Whenever this code refers to code official it is referring to the village manager or designee.
Section 106.4 - Violations; Penalties: Any person who shall violate a provision of this code, or fail to comply therewith, or with any of the requirements thereof (a "code violation") shall be fined not less than one hundred dollars ($100.00) nor more than two hundred dollars ($200.00) for the first such offense committed within any calendar year. In the event a second code violation is committed by such person during any calendar year, the fine imposed shall be not less than two hundred dollars ($200.00) nor more than five hundred dollars ($500.00) for such offense. In the event of a third code violation is committed by such person during any calendar year, the fine imposed shall be not less than five hundred dollars ($500.00) nor more than seven hundred fifty dollars ($750.00) for each such offense. In the event a fourth code violation, or subsequent violation, is committed by such person during any calendar year, the fine imposed shall be seven hundred fifty dollars ($750.00) for each such offense. Each day that a violation occurs, or is permitted to continue by the violator, shall be considered a separate offense.

Section 302.4 - Weeds: All premises and exterior property shall be maintained free from weeds or plant growth in excess of eight (8) inches. All noxious weeds, including jimson (Datura stramonium); burdock (Arctium minus); giant ragweed (Ambrosia trifida); common ragweed (Ambrosia artemisiifolia); Canada thistle (Cirsium arvense); perennial sowthistle (Sonchus arvensis); musk thistle (Carduus nutans); Johnson grass (Sorghum halepense); sorgum almum (Sorghum x almum parodi) and other crosses with rhizomes; cocklebur (Xanthium strumarium); invasive exotic species such as wild garlic (Allium vineale); wild mustard (Brassica kaber); purple loosestrife (Lythrum salicaria); and other like vegetation shall be prohibited.
Section 304.14 - Insect Screens: Insert the dates of April 1 to October 31.
Section 602.3 - Heat Supply: Insert the dates of September 1 to May 31.
Section 602.4 - Occupiable Work Space: Insert the dates of September 1 to May 31.
