8-5-9: OVERHEAD SEWER INSTALLATION ASSISTANCE GRANT PROGRAM:
   A.   Establishment And Funding Of Grant Program: An overhead sewer installation assistance grant (the "grant") is hereby established on a first come, first served basis for qualified residents of the village, which grant shall amount to fifty percent (50%) of the cost of installing a new overhead sewer, up to a maximum grant amount of four thousand dollars ($4,000.00) per residence. Such grant shall be funded by ordinance passed by the village president and board of trustees each budget year and may be discontinued by the village president and board of trustees at any time, provided that any grant funds that have been earmarked as provided in subsection C2 of this section shall be retained in the grant program to be disbursed upon final approval of earmarked grant project(s) by the village.
   B.   Application For Grant:
      1.   In order to qualify for the grant, an applicant shall provide evidence of one or more backups, as follows:
         a.   The location of the residence in a backup area as confirmed by a village representative; and
         b.   Either:
            (1)   The presence of a backup or photographs of prior backups; or
            (2)   A claim submitted through an insurance company; or
            (3)   A receipt from a cleaning company (e.g., Service Master).
      2.   Upon receipt of an application for a grant, including evidence as set forth in subsection B1 of this section, the village plumbing inspector shall conduct an inspection of the premises, including an inflow and infiltration inspection if one has not been previously conducted, and the applicant shall be notified whether or not the home qualifies for the grant. The village shall cover the administrative costs of the village, including inspection(s).
      3.   After receipt of notification that the home qualifies for a grant, the applicant shall submit to the village three (3) quotations from licensed plumbers/contractors showing the projected cost of the work to be performed, from which a contractor shall be chosen by the applicant.
   C.   Reimbursement For Costs:
      1.   Upon receipt by the village of a detailed invoice from the plumber/contractor, the village plumbing inspector or his designee shall conduct a financial inspection of the premises.
      2.   At the time said final inspection is scheduled, the village shall earmark funds for reimbursement of the applicant up to the maximum set forth in subsection A of this section. Costs for nonplumbing related improvements (e.g., paint, wallpaper, carpet, tile, drywall, etc.) shall not be reimbursable.
      3.   If the applicant does not pass final inspection within thirty (30) days of the initial final inspection, the earmarked funds shall be returned to the grant program.
      4.   After the work has passed final inspection, the village board shall approve funds for disbursement at a regularly scheduled meeting of the board of trustees, and a check in the amount of the grant shall be issued. (Ord. 2009-08-24, 8-6-2009)
