By connection to and use of the public sewers, the user grants permission to representatives of the village, bearing proper credentials and identification, to enter all properties for the purposes of inspecting, observing, measuring, sampling and testing wastewater sources and discharges to the village sewers. The representative of the village shall have no authority to inquire into any processes, including metallurgical, chemical, oil refining, ceramic, paper or other industries beyond that point having a direct bearing on the kind and source of discharge, treatability and contaminant levels.
