It shall be unlawful for any person not authorized by the Village to tamper with, alter or damage any part of the combined waterworks and sewerage system of the Village or any water meter. Every person who in any way disturbs or damages any part of the combined waterworks and sewerage system of the Village or any water meter shall be liable for all expenses incurred by the Village as a consequence of such disturbance or damage. He shall also be responsible for any and all damage to surrounding properties resulting from such disturbance of or damage to any part of the combined waterworks and sewerage system of the Village or any water meter.
