8-1-2: DEFINITIONS:
Unless the context specifically indicates otherwise, the meanings of terms used in this chapter shall be as follows:
APPLICANT: An owner (owners) of premises who has made written application to the Village President and Board of Trustees for permission to have a water or sewer connection, a house connection or extension installed.
EXTENSION: A water or sanitary sewer main or lateral installed by a private person (persons), firm, association, corporation or partnership for the purpose of extending the original water or sanitary sewer mains or laterals of the Village or the water or sewer mains or lateral of the Village which have been extended from time to time.
GARBAGE: Solid wastes from the preparation, cooking and dispensing of food and from the handling, storage and sale of produce.
HOUSE CONNECTION: The water or sewer line or pipe extending from that part of the water or sewer connection located at approximately the property line of the premises to be served to the house or building to be served.
INDUSTRIAL WASTES: The liquid wastes from industrial processes as distinct from sanitary sewage.
LICENSED PLUMBER: A plumber licensed and certified by the State of Illinois to do plumbing work.
PROPERLY SHREDDED GARBAGE: The wastes from the preparation, cooking and dispensing of food that have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch (1/2") in any dimension.
PUBLIC SEWER: A sewer in which all owners of abutting properties have equal rights, and is controlled by public authority.
SANITARY SEWER: A pipe or conduit for carrying sewage, or interceptors, mains or laterals owned or proposed to be constructed which carry sewage and to which storm, surface and ground waters are not intentionally admitted.
SEWAGE: A combination of the water carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground, surface and storm waters as may be present.
SEWER CONNECTION: The sewer line or pipe extending from a sanitary sewer main or lateral of the Village to approximately the property line of the premises to be served.
STORM SEWER OR STORM DRAIN: A sewer which carries storm and surface waters and drainage, but excludes sewage and polluted industrial wastes.
SUPERINTENDENT: That person appointed by the President and Board of Trustees to verify compliance with the provisions of this chapter and supervise the management of the system.
VILLAGE: That area within the corporate limits of the Village of Winfield, DuPage County, Illinois.
