6-1-3: TRUCK TRAFFIC:
   A.   Definitions:
      1.   Terms used and rules referred to in this section have the meanings respectively ascribed to them by the Illinois Vehicle Code 1 .
      2.   In addition to the terms defined in the Illinois vehicle code, for purposes of this section, unless otherwise expressly stated or the context clearly indicates a different sense, the following words and phrases shall have the meanings defined in this section:
    CENTRAL BUSINESS DISTRICT STREETS: Certain streets or sections of streets, as specified in this section, shall be known as central business district (CBD) streets as follows:
         a.   Jewell Road, between Winfield Road and Highlake Road.
         b.   Winfield Road, between Fleming Drive and the Winfield Creek Bridge.
         c.   Highlake Road, between Jewell Road and the west branch of the DuPage River Bridge.
         d.   Beecher Avenue, between Church Street and Park Street.
         e.   Church Street, between Liberty Street and Highlake Road.
   RESIDENTIAL STREETS: Those streets located within the village which are predominately of a residential character and which include all streets within the village except those streets specifically listed and identified as "truck routes" and central business streets, as defined herein.
   TRUCK ROUTES: Those streets located within or adjacent to the village on which truck or other heavy vehicle traffic is allowed to pass through the village and which consist of the following streets:
         a.   Roosevelt Road (Illinois Route 38).
         b.   St. Charles Road.
         c.   Geneva Road.
         d.   Illinois Route 59.
         e.   Prince Crossing Road.
         f.   County Farm Road. (Ord. 89-4-1, 4-13-1989, eff. 5-1-1989)

         h.   Highlake Road; west of the west branch of the DuPage River Bridge.
         i.   Winfield Road; south of Roosevelt Road (Illinois Route 38).
   B.   Operation Of Trucks On Residential And Central Business Streets Prohibited:
      1.   Prohibition: No person shall operate or cause to be operated a second division motor vehicle licensed for a gross weight including vehicle and maximum load of twelve thousand one (12,001) pounds or more or motorized equipment licensed for a gross weight of twelve thousand one (12,001) pounds or more on any residential or central business street, except as provided in subsection B2 of this section.
      2.   Exceptions: The prohibition in subsection B1 of this section shall not prohibit:
         a.   Emergency Vehicles: The operation of emergency vehicles upon residential and central business district streets;
         b.   Public Utilities: The operation of vehicles owned or operated by the village, public utilities, or any contractor or material person while engaged in the repair, maintenance or construction of streets, village owned utilities or privately owned utilities within the village or vehicles owned or operated by other public bodies, public utilities or any contractor or material person while traveling to or from streets, public or private utilities or facilities owned and maintained by such other public body or utility where the only access to such utilities or facilities owned and maintained by the other public body or utility is over village residential streets;
         c.   Local Destination Or Origination: The operation of vehicles upon residential and central business streets where necessary to the conduct of business or the service of an occupant at a destination or origination point within the village and requiring travel on residential and central business streets or within another municipality or unincorporated area where the only access thereto is over village residential and/or central business streets; and
         d.   Detoured Vehicles: The operation of vehicles upon residential and central business streets which are officially established as a detour for a truck route.
      3.   Enforcement:
         a.   Street Maps: The village manager shall keep and maintain accurate maps showing the location of truck routes, residential and central business streets.
         b.   Maps Available To The Public: The map shall be kept on file in the office of the village manager, and shall be made available to the public.
         c.   Signs Posted: All streets upon which truck traffic is prohibited (residential and central business streets) shall be clearly posted at points of entry from truck routes to the village to give notice that this section is in effect.
         d.   Failure To Post: No person shall be charged with violating the provision of this subsection by reason of operating a motor vehicle or motorized equipment contrary to the prohibition contained in this subsection on a residential street unless appropriate signs are posted on such street or along the route traveled by the vehicle.
      4.   Penalty: Any violation of this subsection shall be punishable by a fine of not less than fifty dollars ($50.00) and not to exceed five hundred dollars ($500.00) for the first offense. Persons having been convicted of this violation more than once shall be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) per offense.
