4-4-2: EXCESSIVE, UNNECESSARY OR UNUSUALLY LOUD SOUND PROHIBITED:
It shall be unlawful for any person to make, continue, or cause to be made or continued, any excessive, unnecessary, repetitive, impulsive or unusually loud sound which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others, within the limits of the village. The following acts, among others, are declared to be loud, disturbing, and unnecessary sounds in violation of this chapter, but such enumeration shall not be deemed to be exclusive, namely:
   A.   Horns, Signaling Devices: The sounding of any horn or signaling device on any automobile, motorcycle or other vehicle on any street or public place of the village, except as a danger warning; the creation by means of any such signaling device of any unreasonably loud or harsh sound and the sounding of any such device for an unnecessary or unreasonable period of time; or the use of any such signaling device when traffic is for any reason held up.
   B.   Loudspeakers; Amplifiers: The playing, use or operation of, or permitting to be played, used or operated any radio, television, musical instrument, phonograph, loudspeaker, sound amplifier, or other machine or device for the producing or reproducing of sound which can be heard upon the public streets or public ways.
   C.   Yelling; Shouting; Hooting; Whistling; Singing: Yelling; shouting; hooting; whistling; singing on the public streets at any time or place so as to annoy or disturb the quiet, comfort or repose of persons in any office, residence or dwelling of any persons in the vicinity.
   D.   Animals, Dogs, Birds: It shall be unlawful to harbor or keep any animal which disturbs the peace with loud, continuous, annoying or impulsive noises at any time of the day or night.
   E.   Motor Vehicles: No person shall needlessly race the motor of any motor vehicle, needlessly bring a motor vehicle to a sudden start or stop, or cause to be made any other loud or unseemly noise, nuisance or disturbance.
   F.   Excessive Sound Near Protected Entities: The creation of any excessive sound on any street adjacent to any school, court, church or hospital which unreasonably interferes with the workings of such institution or which disturbs the individuals therein. (Ord. 2004-11-49, 11-4-2004)
