No person shall engage in the business of being an operator of a game room without having first obtained a game room operator's license. An application for such a license shall be submitted with the applicable license fee 1 to the village clerk and after appropriate investigation to verify compliance with all applicable provisions of this chapter and all other applicable ordinances, including the zoning ordinance 2 , of the village, and if all such provisions are satisfied, then the license shall be issued; otherwise, it shall be refused and the license fee refunded.
