3-3-6: LICENSE CLASSIFICATIONS AND FEES:
The following license classifications are hereby established and no license or renewal thereof shall be issued until the applicable fee from the following schedule has been paid:
   A.   Class A, Full Liquor - Bar: This license is required for the retail sale of alcoholic liquors for consumption only on the premises specified (other than a restaurant), and sale for consumption off the premises is not permitted. The fee for this license shall be two thousand four hundred twenty dollars ($2,420.00) per year.
   B.   Class B, Full Liquor - Restaurant: This license is required for the retail sale of alcoholic liquors for consumption within a restaurant. The fee for this license shall be one thousand eight hundred seventy dollars ($1,870.00) per year.
   C.   Class C:
      1.   Class C1, full liquor - liquor store: This license is required for the retail sale of alcoholic liquors for consumption off the premises only. The fee for this license shall be two thousand two hundred dollars ($2,200.00) per year.
      2.   Class C2, full liquor - convenience store/market: This license is required for the retail sale of alcoholic liquor in original packages only, and not for consumption on the premises where sold. The fee for this license shall be one thousand nine hundred eighty dollars ($1,980.00) per year.
   D.   Class D, Beer And Wine Only - Restaurant: This license is required for the retail sale of beer and wine only for consumption within a restaurant. The fee for this license shall be one thousand eight hundred seventy dollars ($1,870.00) per year.
   E.   Class E:
      1.   Class E1, beer and wine only - convenience store/market: This license is required for the retail sale of beer and wine only for consumption off the premises. The fee for this license shall be one thousand eight hundred seventy dollars ($1,870.00) per year.
      2.   Class E2, beer and wine only - specialty store: This license is required for the retail sale of beer/wine for consumption off the premises, with the conditional consumption on premises (tasting). The fee for this license shall be one thousand eight hundred seventy dollars ($1,870.00) per year.
   F.   Class F, Special Events:
      1.   Class F1, Special Event, Beer And Wine Only: A special event license which is required for the retail sale of beer and wine for consumption on the premises only, for a fee of fifty dollars ($50.00) per event, for picnics, carnivals or other civic events. The consumption of beer and wine may be allowed on public space if closed off and approved by a properly executed "temporary use permit". The F1 class license is for entities organized under the Illinois General Not for Profit Corporation Act of 1986, and in good corporate standing with the Illinois Secretary of State; provided that all sales of alcoholic liquor shall be in accordance with the provisions and restrictions of this chapter. An event may be over a series of days, not to exceed a total of eight (8) days, whether consecutive or nonconsecutive associated with a single occasion, such as a religious observance period. The maximum number of events in a given calendar year is four (4). The Liquor Commissioner shall determine whether the multiple day occurrences qualify as a single event.
      2.   Class F2, Special Event, Specialty Drinks Only: An F2 special event license is required for the retail sale of "specialty drinks" (see definitions) for consumption on the premises only, for a fee of fifty dollars ($50.00) per event, for picnics, carnivals or other civic events. The consumption of specialty drinks may be allowed on public space if closed off and approved by a properly executed "temporary use permit". The F2 class license is for entities organized under the Illinois General Not for Profit Corporation Act of 1986, and in good corporate standing with the Illinois Secretary of State; provided that all sales of alcoholic liquor shall be in accordance with the provisions and restrictions of this chapter. An event may be over a series of days, not to exceed a total of eight (8) days, whether consecutive or nonconsecutive associated with a single occasion, such as a religious observance period.    G.   Class G: Class G license is required for the retail sale of alcoholic liquor, for consumption on the licensed premises only, as an adjunct to a principal beauty shop, barbershop or spa business. The fee for this license shall be five hundred dollars ($500.00) per year.
   H.   Class H: Class H license is required for the retail sale of wine, in its original package, not for consumption on the premises, by a restaurant holding a Class B license, under the following conditions: The retail sale must only be to members of a wine club operated by the restaurant or the retail sale must be made to a dining patron of the restaurant in conjunction with a meal that has been served to the dining patron. Tasting or sampling of wine on the premises shall be allowed only if conducted as part of a promotion or sales device for the purpose of the retail sale of wine through wine club membership. The fee for such license shall be fifty dollars ($50.00) for each year that the license is issued in the name of such licensee.
   I.   Class "I": Class I license is required for the consumption of beer/wine/alcoholic beverages on the premise of a property owned and operated by a unit of local government. For purposes of this license classification, a unit of local government shall be defined as the Village of Winfield, the Winfield Park District, the Winfield Fire Protection District and the Winfield Public Library District. Prior to the issuance of a license, the applicant shall submit proof of one million dollars ($1,000,000.00) insurance. The applicant shall also comply with all applicable state liquor license requirements for events held at their facility. In addition, the applicant shall provide at least one (1) BASSET trained and certified individual on site during the entirety of the event. The fee for this license shall be six hundred dollars ($600.00) per year.
   J.   Penalty: Failure to pay the license fee on or before the due date and through the fifty ninth day of delinquency shall result in the imposition and expectation of the payment of a ten percent (10%) penalty on the outstanding balance and the original license fee. Failure to pay the license fee on or after the sixtieth day of delinquency shall result in the imposition and expectation of the payment of a twenty percent (20%) penalty on the outstanding balance and the original license fee.
   K.   Enforcement: The imposition of the penalty does not preclude the Village from taking other measures to enforce the regulations of this chapter. (Ord. 2018-07-22, 7-19-2018; amd. Ord. 2023-02-03, 2-2-2023)
