A. All activities organized by the commission shall be conducted within the financial constraints placed upon the commission established by the Village President and Board of Trustees through passage of the annual budget for the Village.
B. The commission shall operate as follows:
1. Notices of meetings shall be posted at Village Hall and distributed to the members of the media in accordance with state statutes.
2. Meetings shall include public comments and otherwise comply with the Open Meetings Act.
3. Minutes of the committee meetings shall be kept in accordance with state statutes.
C. The commission shall have the authority to recommend approval of agreements with participants, organizations, bands and/or groups solicited by the commission to participate in the specific events organized or coordinated by the commission. Grant requests and agreements will be reviewed by the commission with recommendations forwarded to the Village Board.
D. The commission shall submit a calendar of events for the Village to the Village President and Board of Trustees on a quarterly basis or sooner as needed.
E. The commission shall have the authority on behalf of the Village to solicit sponsorships in furtherance of the promotion and/or staging of any special events, the commission shall have the authority to recommend approval of agreements for sponsorship of Village special events.
