The comprehensive plan (as amended from time to time) for the village of Winfield and mile and a half (11/2) planning area becomes a part of this title. The village of Winfield claims jurisdiction over the area shown on said comprehensive plan. All provisions and regulations in this title shall be enforced throughout the area shown on the comprehensive plan, and it is deemed to be a part of this title and is incorporated herein as if fully set forth herein.
